Read the concept through its operating structure
Start with legal rank, not the title
Laws, State Council regulations, ministry rules, local regulations and local government rules have different issuers and scopes. Ministry rules must implement superior authority; their titles alone do not establish legal force.
Normative documents differ from internal working papers
Administrative normative documents have external, repeatable application to unspecified parties. Meeting minutes, internal systems and personnel papers generally do not. Businesses should verify legality review, filing, validity and repeal.
Read plans and opinions through their execution chain
Plans set direction, opinions state principles, notices transmit requirements and action plans allocate tasks. None automatically creates a subsidy entitlement; budgets, rules, applications, review, publication and disbursement complete the chain.
Separate announcement from implementation
Publication, effective date, application window, review date, qualification period and disbursement are distinct. Central direction must be traced into local rules, budgets, responsible agencies, lists and payment evidence.
Korea should translate function, not labels
Korean institutions should present issuer, document number, dates, scope, legal effect and downstream execution together. Policy language cannot replace certificates, payment records, procurement contracts or revenue evidence.
