Xinchuang expanded from government and critical sectors to finance, telecoms, energy, transport and manufacturing; cluster size does not prove critical-workload migration.
Bottlenecks are compatibility, migration, service and total cost
Legacy industry software, database procedures, drivers, SaaS and developer ecosystems may not migrate; dual running, data integrity, training, recovery and lock-in drive total cost.
Korean firms should find interoperability positions
Korean firms should assess control, source code, cryptography, security review, local service and update duties, and target interoperability bottlenecks rather than simple replacement.
