Public institutions serve public-interest functions. Whether a subordinate center is independently registered affects contracting, bank accounts, tax, assets and IP ownership.

Associations and social-service entities differ

Associations are membership-based; social-service entities provide nonprofit services using non-state assets. Government cooperation does not grant administrative power or guarantee.

A new-type R&D institution is not one legal form

New-type R&D institution is a policy and operating category that may register as a public institution, nonprofit science entity or R&D company. Co-founding claims do not determine capital, debt, governance or IP.

A center may be a legal entity or an internal department

Industry or innovation centers may be standalone entities, internal departments or operator-run programs. Verify certificates, business licenses, unified codes, account names and invoice issuers.
